Saturday morning TV, animated by the guys who make The Batman, Cap with slick moves and crazy sheild rebounding. Keep the Falcon, WS(Yeah I said WS, cartoons always have the newest characters if they have hype) and Nick Fury as the supporting/semi supporting cast (After the first season of mostly solo work of course)
Red Skull, Baron Z, Hydra, the Taskmaster and WS could be potential enemies
But would it work? I think it would be awesome to see Cap fight with some high quality animation (not that Ultimate Avengers Garbage), but I've come to the conclusion it wouldn't be nearly as marketable as a dozen other Marvel Franchises that they would probably make first.

The number one requirement is the awesome theme music from the 60s one..
C'mon, it wasn't in the LEAST BIT Cheesy. Dammit I wanna hear:

except it would be techno remixed for the new era, for some reason nothing says new like techno music. (Or thats what every saturday morning cartoon show would have me believe anyway)

A couple of years ago, there was supposed to be a Captain America cartoon that took place during World War Two. There were preview images in Wizard and everything. However, the show got shot down during pre-production.

I think the fact that his rouges gallery isn't as well known as some other heroes also hurts his cause

The problem is that both Cap and his supporting cast isn't funny. At all.
It'd take crazy good balance to keep it light hearted enough for TV, especially if it was in The Batman's style, which is pretty action heavy and needs something to punch it up.
I think you would immediately have to bring in the Falcon to give Cap someone to talk to. Make Sam an low level hero who is just starting out. He's very street level. The gangs all know him but he's not followed by the media.
Global Warming thaws Cap out. After washing up on shore he heads back to America and looks up his old neighborhood in New York. Finding it overrun by crime and confused by how much everything has changed the broke Cap finds himself homeless. He is easily able to hold his own against the gangs (he still has his indestructible shield from the war) but is surprised by something modern he wouldn't expect. Just when it looks to be over for Cap the Falcon saves him. Revealing himself as Captain America, the Falcon talks about how his dad looked up to Cap and offers to help get Cap set up in the empty apartment across the hall from his. With Cap broke and still more than a little disoriented Sam has to support both of them while they fight crime.
They'd be broke a lot and live in an absolute dive of a building in tiny one or two room apartments. I like the idea of the contrast between where they live and their costumed identities. They'd start by trying to clean up the streets in their neighborhood. As the series progressed the building and the neighborhood would slowly improve as they started fighting bigger and more global threats.
Maybe throw in a Spider-Man dilemma. Captain America is loved and famous, but that can't pay the rent. And maybe the authorities don't believe its really him. Make Cap work as a graphic designer to try and get enough money to get his life back on track.
I'd give Cap the shield right away but keep him out of his "classic" costume for a large part of the first season. Make Cap feel like an outdated concept until he finally realizes that the country needs him and what he stands for.

they could always put it on MTV. Put a more Ultimate Cap spin on it and aim it the more adult audience who would want to see cap anyhow.

I'm not sure if you are talking about a real upcoming cartoon or if it's just speculations Anyway, I think Marvel has hardly done any good cartoon, with perhaps the exceptions of the Spider-Man and X-Men series in the early 90s, so I doubt it would work. DC so far has done much better series.

DC so far has done much better series. 1) Just speculation on the viability of a project, I don't mean to start rumours 2) I totally agree, marvel is not good at the cartoon thing at all, with a few exceptions (X-men evolution was pretty good as well) DC has continuosly pumped out exceptional cartoon adaptations, vs Marvels abysmal Avengers, and Ultimate Avengers attempts, Their one season of IM and FF that tried but failed to mimic X-men and Spiderman's success, not to mention an awful Silver Surfer cartoon. And Spider-man Unlimited, just nasty stuff.
