yeaa...ego,greed,vengence, etc...we see that. But what intrigues me is 'strange-ness'. Weird. Bizarre. when a villain attacks with no known motive, that perks my interest.

I think the best quality that a villain can have is the belief that they're the hero. In many ways, they are heroic.
The characters like Dr. Doom, Magneto and Lex Luthor honestly feel that they are the wronged. They feel like they need to eliminate they're nemesis to save humanity, or to allow them the opportunity to do what they know is "right".
Doom knows that he has to get Richards to submit to him to be able to rule, Magneto knows that he has to lead his people out of the oppression by their inferiors, Luthor knows he has to save the world from the dangerous meta-human threat led by Superman.
These characters all think that they are being attacked by the "super-heroes" in an attempt to keep them oppressed. They all view themselves as looking out for the best interest of the group they represent. Doom protects his people with his perfect will, Luthor uses the business world to gain influence and rise to the top of humanity to be able to protect them, and Magneto knows that to allow homo superior to thrive he must eliminate the threat of the homo sapiens. While the methods are usually deplorable, there is an amount of heroism in their characters. Even Doom led the Fantastic Four to save the world.
Magneto, Luthor and Doom are all rich, deep enough characters to carry a book. They have many of the other traits listed. They're deep, flawed and morally complex. That's what makes them the most superior villains in comics.
Other villains can be awesome, but I think the villains that are heroic are the best.
