While this thread could have been tacted onto the end of "Who's the Skrull?" I felt it best to shed ourselves of that slice of anger and talk Skrulls . . . for realz.
Here's what we know:
Recent non-"Secret Invasion" activities of the Skrulls:
- The Skrulls were active on Earth during the "Apocalypse: The Twelve" storyline, in which they used their abilities to mimic enemies of the X-Men. They were operating in secret in NYC (super-hero capital of the world). This could be explained as a Skrull sleeper cell gone rogue, as they joined with Apocalypse. But why did they join with Apocalypse? A new homeworld. Also, in a story just previous, the X-Men time traveled back and visited the Skrull homeworld. There, they discovered a Skrull training camp, where the Skrulls were disguised as heroes of that era in preparation for invasion. - The Skrull Empire (being splintered and shattered after the destruction of their homeworld at the hands of Galactus) falls victim to the Annihilation Wave.
- The Skrulls voted to transform Earth into a Maximum Security prison. What's interesting to note is that this occured right around the same time that the Earth was said to have been very well protected from alien infiltration (Loeb/Pacheco).
Speculation: To help buy time to work around these new security precautions, the Skrulls voted to turn the Earth into a prison. Their enemies the Kree got in the way, of course.
- The Skrulls have a history of infiltration and claiming new homeworlds (Ref: en.wikipedia.org/wiki/Skrulls#Setbacks)
- A Super-Skrull named Xavin has come to Earth seeking out Karolina Dean in the hopes of marrying her
- Hulkling (more info needed)
- While it was more than a decade ago, the Skrulls managed to infiltrate the Shi'ar Empire by taking the place of Professor X, who was staying with Lilandria at the time, as well as other members of Lilandria's rebellion and the Starjammers.
Sleep Cells and Speculations:
Obviously, not all the facts are out there yet. We've got a mystery on our hands! However, this is what we know and we can piece together:
- As established in "Avengers: Illuminati" # 1, the Skrulls have sleeper cells on Earth that date back to the Kree-Skrull War. Considering that the Skrulls have the ability to shape-shift and have been in contact with Earth numerous times before the war reached Earth, this doesn't seem too far outside the realm of possibilities.
- At some point, the Skrulls replaced Elektra with a Skrull. Most likely after "Enemy of the State," which occured before the events of "Secret War" and (more than likely) after the events of "Disassembled." The thinking here was that Elektra was replaced after "Enemy of the State," as we get a fair amount of introspection in that storyline on Elektra's part.
- What was the purpose of Elketra's control of the Hand? Recently, the Hand and Hydra had an alliance ("Enemy of the State"). During "Secrets and Lies," the Hand/Hydra approached the Silver Samurai in the hopes that he would have the Clan Yashinda join in with them. He rejected the offer. Eventually, Elektra was revealed to be a Skrull.
- In "Break-Out," the first NA story, the Raft was exploded and super-villians let loose. It turned out that this was to free the Silver Samurai, as well as Karl Lykos (aka Sauron). It's unknown why, but once the newly formed Avengers check him out in the Savage Land, they discover that a rogue SHIELD unit is using Mutates as slave labor to mine Vibranium for illegal weapons construction. Further, it turns out that SHIELD is "stock-pilling" 14 super-powered criminals who, though claimed legally-dead, were in the Raft when it was blasted open.
- Before "Beak-Out," Nick Fury became aware of technologically enhanced super-villians being traced back to the Tinkerer, who was working with Latveria Prime Minister Lucia Von Bardas (who took Doom's throne after the Fantastic Four ran the country). The President shot down Fury's invasion plans, so he takes his own squad over there. Fury becomes aware that things are going sour within SHIELD. Things go bad in Latveria, he surpresses their memories of the event. Von Bardas is killed.
- Black Bolt is, at some point, replaced with a Skrull. It's safe to assume it's after World War Hulk, as Black Bolt unleashed his mightiest power then. However, this is not confirmed.
- Finally, it was indicated that one of the Hood's gang was a Skrull.
What does all mean? Here's my theory:
If the Skrulls did indeed seek to get access to Latveria, it was probably by creating Lucia Von Bardas. Just think of all the weapons Doom left laying around. Even Reed saw that they were a danger in the wrong hands. It could have been that there were some that were left untouched and unknown. Von Bardas then used the Tinker's connections with the tech-villians to further empower them to defeat those that would oppose the invasion. Fury finds out, but is shot down by the President (is the President a Skrull or perhaps relying on the advisement of others). Fury goes for it anyways, but fails. The tech-villians strike back, nearly causing an international incident. Fury goes underground and SHIELD goes under the control of the young and inexperienced Commander Maria Hill.
Electro is then hired to break open the Raft. This is for two reasons: one, to release Silver Samurai and Sauron; and two, to create mass quantities of villians to distract the Avengers-less super-hero community.
Silver Samurai is approached by the Hand/Hydra (supposedly under the control of Skrulektra) to join his Clan Yashinda with them in order to consolidate their power in the Japanesee underground. He refuses when the Avengers get involved.
The reasons for Sauron's release is unknown (unless I missed something).
In the Savage Land, shortly after the Raft break-out and while tracking Sauron, the Avengers discover that a SHIELD unit is using Mutate slaves to mine for Vibranium for weapons. Supposedly for weapons for the Skrulls. Blonde Black Widow, who ran the rogue operation, is burned, but offered the chance to be healed by an unknown party. Further, SHIELD has 14 super-villians in hiding.
There are a lot of unknowns now. The 14 super-villians are all but forgotten . . . esspecially since we have 42, with a vertible army of super-villians. There is also the presence of Sauron, which has been a constant question mark. Why did they let him go?
The Vibranuim weapons mining does seem rather Skrull-ish, since the Skrulls were supposed in control of the operation and Vibranuim (as far as I know) is pretty rare off the Earth.
The alliances do make perfect sense.
SO . . . Who is a Skrull?
Here are my theories as to who the Skrulls are:

- Madame Hydra
- Lucia Van Badras
- Maria Hill
- Tigra (possibly)
- one of the Hood's allies (possibly Madame Masque? )
- Someone in the President's office (at least one, maybe more)
I'd like to get more info on Hulkling and Xavin, as well as "Silent War" for some insight in regards to Black Bolt's recent behavior.
