With Shield dismantled after the events of the secret war and Norman Osborn being named director of its successor organization, Hammer, has Tony failed in his objective to make the SHRA work?

The President has put Norman Osborn in charge of the Initiative so that means Tony no longer has the power.
Osborn is also getting rid of the Thunderbolts so that the Dark Avengers can use the Thunderbolts mountain.
And since Osborn killed the Skrull emperoress who disguised her self as SpiderWoman the people think that Osborn is a hero.
I'm suprised he didn't use his Green Goblin suit in Secret Invasion.

Tony messed up, but in some ways, I don't think it was entirely his fault. The Skrulls really got into the world and dug in deep -- far more than Tony would have realized. In fact, it wasn't even Tony that uncovered them, it was Luke.
Was SI Tony's fault? No. Was World War Hulk? Yes. Was Jantron? Yes. Kinda. Was Civil War? Yes, to an extent. Cap's death? No . . . not directly, at least.
I think Tony messed up in that the Intiative wasn't completely up to the threat of the Skrulls. And he's the one that has been blamed.

Tony is now blamed for the Skrull Invasion and Osborn has put the blame on Stark.
He was taken off guard with the Skrull Invasion, Some say he's gettin what he deserves.
