I picked this up for a buck and was pleasantly surprised. This comic (from 1984) is worth seeking out, or digging out of your collection for a re-read, IMO. This Peter Gillis story with Sal Buscema art was especially entertaining for me, as some of the elements have been explored in recent Cap/Civil War storylines. <SPOILER> there's a Cap vs. Cap battle, plenty of patriotic speeches, Cap gets shot by a sniper, Cap joins an underground group featuring Nick Fury (he's been in hiding), Spidey (without a mask), and the Falcon. It also features a great cover, various Avengers, a Bulletin from Jim Shooter about the Bullpen's adventures at the 1984 San Diego ComicCon, a Studio 54 reference (although I don't think Bucky would fit in with the "party" crowd) and one of my favorite Marvel Subscription ads, the one with Black Bolt, Medusa, and Lockjaw as Santa and his sleigh!
