Is anyone else bothered by the fact that since the end of Civil War, there have been no less than three occasions (WORLD WAR HULK, NEW AVENGERS #37 and AVENGERS: THE INITIATIVE) where anti-registration heroes have been within feet of a major pro-regger... and nothing's happened?
I am a tad confused and concerned by this.
Anyone want to attempt a continuity-based justification of the lack of arrests post-Civil War?

Maybe all the pro-reg heroes got as bored with the whole hero vs. hero thing as we did and now they're just saying "Screw it. Let's go after the bad guys." They're just not saying it out loud because Stark might have them arrested for treason.

The pros weren't actually there in New Avengers #37.
In World War Hulk, both sides had agreed beforehand to work together this time. And Tony's side have never actually broken a truce, though Cap has done so twice.
...And I have no idea when Anti-reggers were within feet of a major pro-regger in Avengers: The Initiative.
So really, the only instance I know of is World War Hulk, where taking out Hulk was pretty clearly going to be priority number one.

There was the aftermath of the Symbiote Virus, where both teams worked together to help the innocent by-standers.
It was heavily implied in "Mighty Avengers" # 1ish that Tony doesn't want them brought in by force because of the sinister/Skrull forces within the government. This can lend to a theory that Tony wants a team out there, working without SHIELD and basically keeping the Mighty Avengers team in check.
I guess.

Ares has gone after his brother Hercules so there's one arrest that the Mighty Avengers are trying to do.

that's not really them tho'. Ares has slipped his leash on that one.
I think Marvel has probably gotten bored with that angle and is more actively pursuing the new one.

True, but on the other hand, it's no longer priority number one. As far as we can ascertain, the only pro-reggers actively hunting antis are the Thunderbolts, and they're certainly doing it in their own title. Spidey was hunted consistently over in his own title. We know now that the MA let the NA go in Mighty Avengers #8 due to the impending Skrull danger.
When you compile the whole timeline, Secret Invasion is taking place, at absolute maximum, two months after Civil War in-MU time, so that's not really a lot of time for loads of arrests to happen.
