I like the angle now being taken on Bucky, in regards to their war days, and how Bucky was the scout, "eliminating" obstacles to achieving the mission objective. That makes him more of a partner in my eyes, but I its hard to shake out the notion that Bucky was mainly a sidekick, that I grew up with.
Maybe it's just nostalgia, but when I think of Cap and Falcon running around, and tracking down bad guys... it just brings a warm smile to my face. That's two men, with a lot of respect for each other. So my vote goes to Falc.

I didn't follow Cap a whole lot outside of Avengers. The issues I did buy were after the Falcon. So.. the only real partner I saw him with is Diamondback... dammit, nutcase did it again. He's like my evil psychic clone. Stop stealing my mind!

I like him the most as a solo hero, but, if he has to have a partner, then Diamondback. Lot's of tension in those days ;D

Captain America and the Falcon was one of the comics I cut my teeth on in my formative years, so Falcon gets my nod for sure.
