Just read this bad boy today, and I figured I'd share my thoughts.

The Steel Spider is exactly the kind of thing the SHRA is trying to get rid of, rouge heroes on the edge, who are a danger to others. So finally a mission the T-bolts can look good doing, because this guys second rate.
Too bad some other guys are invited. American Eagle starts off the party pinning Moonstone to their ship as its passing by and Steel Spider shoots venom in the face with his new gun arm.....so I guess these Rouge Heroes are the bad guys afterall huh?
Fight continues, Venom falls off the roof and lands in traffic, and promptly starts smashing up civilians, so much for the reformed part. (As a side note, Eddie Brock Venom could have made a good T-Bolt if he was actually working to suppress the suit's will on him, but this isn't the place for sucha discussion)
Our Third Rouge Hero gets pulled in, don't remember her name, or any of the such, but she fights Venom and its for the sake of civilians.
After the teams in total disarray, and Moonstone is still down from AE's first attack, Songbird and Radioactive-man decide to do things the Civy-saving way, just like we had figured they'd do the first chance they had.
Meanwhile a very pissed off Moonstone gets Bullseye out and tells me to get cripple whoever did that to her, Bullseye of course couldn't be happier.
All our rouge Heroes end this ish facing down the T-Bolts.
I gotta say, there was some pretty good fighting going on in this issue, quite action packed. THe art is enjoyable and really looks good for the whole team. RM new look I think is mostly to let him fit in with the artistic style the rest of the characters are drawn in and not make him look ridiculous. As it stands I like his new look, the old one was sorely in need of being updated.
As for Mr. Ellis, he certainly made a darker Thunderbolts, but I like that he kept a few members searching for redemption in Songbird and RM, and that he let some of the holdovers slip into darkness again, like Andreas Strucker. It would have been nice if there was a new recruit searching for redemption, Pennance might fill this role of he can regain a bit of sanity.
So after saying this, I can say with certainty that I enjoyed this issue quite a bit. I however caution that if you can't find the concept of the new Tbolts being a foreceable criminal draft team that is a mixed bag of repenting and non-repenting members then this book probably isn't for you.
