The newest installment of New Joe Fridays (Newsarama’s Q&A with Marvel editor-in-chief Joe Quesada) discusses an item from January’s solicitations; the item and Quesada’s answer provide a clue to one of changes that will come out of Civil War. It doesn’t say much outright, but if you’re allergic to spoilers, leave now! WARNING: SPOILER ALERT!!!. . . . . . . . . . . . WARNING: SPOILER ALERT!!!Solicitation information for She-Hulk #15 has Shulkie taking assignments from “the new director of S.H.I.E.L.D.” Newsarama asked Joe Q asked about this director’s identity, and Joe replied, “The character will be a true American patriot.” Cap at the reins? Nick Fury back in the saddle? Someone else taking the lead? (Glad I’m finished; I’m out of horse-driving metaphors.)

Night Phantom, I hope it's not that ass (to stay within equine references), U.S. Agent...!!!

Night Phantom, I hope it's not that ass (to stay within equine references), U.S. Agent...!!! He even used to call himself Super-Patriot—so, it could be he spurring SHIELD on! (See? I found another one…)

Hmm, I saw this when it first came (Actually complained about giving it away to Mr Brevoort, ) but it's definitely food for thought.... GIven that it's Joe Q, who is psychologically incapable of giving a straight answer, it's very hard to say. Could be Fury again but I certainly don't think it will be Cap... Also don't think it will be USAgent given how little he's appearing in CW. (I think the Choosing Sides mini is all.) I guess I'll hold my judgement for a while. Won't be displeased to see the back of Maria Hill though.

Makes sense. In NA #25 she said he should have the job. Possibly a subtle hint?

It seems a little early (two issues remain unpublished) to start such revelations, so Tony may be a red herring.
In any event, it would be a poor choice if registration is overturned, because SHIELD needs to work with heroes, and absent compulsion, no one sane would work with a man who by his actions demonstrated that he'd as soon lock them up in an alien dimension as look at them. The only friends Stark will have at the end of this will be sycophants who work for him and other authoritarians in the government. Whoever was in the Daredevil costume nailed it perfectly, offering Tony a 31st piece of silver.
It might work if registration is the new state of affairs in the Marvel Universe, because the government would be legally able to force heroes to work with him whether they wanted to or not.
